New Plugin: Editorial Board Manager

Adds the publishingDepartment generic plugin for OJS 3.4.x / 3.5.x.

What it does

Replaces the built-in OJS Editorial Team page (/about/editorialTeam) with a fully self-managed Editorial Board page. On first activation it automatically:

• Creates the board page at …/publishing_department
• Inserts an "Editorial Board" item into the journal's primary navigation menu
• Redirects /about/editorialTeam to the new page with a 301

Features:

• Drag-and-drop reordering of members within and between sections; drag-and-drop section reordering
• Add / rename / reorder sections (e.g. "Editorial Board", "Reviewers", "Advisory Council")
• Member profiles: name, role/title, designation, photo
• Client-side photo crop tool (Cropper.js 1.6.2, 1:1) — crop on upload or re-crop existing photos
• Social/academic profile links: Email, LinkedIn, ORCID, Google Scholar, Institution
• Configurable page title via plugin Settings page (also shows a Quick Start Guide for web managers)
• Multi-journal safe (all data scoped by journal_id)
