- The Common Config sync workflow was pinned to actions-sync v1.14.0, a release published without its compiled dist/index.js, so every sync run fails immediately.
- The workflow can't self-heal by re-syncing since the broken pin is what's running, so the pin needs a direct, one-time bump to the fixed v1.14.1 release.
