ci: Gracefully handle non-tag runs in GoReleaser#9

Update the `.github/workflows/ci.yml` `Run GoReleaser` step arguments to use a ternary GitHub Actions expression. It now adds the `--snapshot` flag if the triggering ref is not a tag, preventing the `git tag was not made against commit` validation error when the workflow is dispatched manually or pushed to a branch.
